Project Manager (Germany)

Team

Development

Location

Saxony-Anhalt, Germany

Project Sunstone is moving into construction, and we're hiring the Project Manager who will lead it on site.

Tribute, our management partner, manages construction of Project Sunstone for the SPV under a Construction Management Agreement.

This Project Manager owns everything on the ground: the site team, the EPC contractor, the TSO relationship and local stakeholders. SPV matters like lenders, shareholders and board reporting sit with the SPV Director, to whom this role reports.

The Project Manager is  accountable for safe, on-time, on-budget delivery to the contracted quality.

The FC baseline is fixed and protected through strict Management of Change.

Location & contract Site-based, Saxony-Anhalt, Germany; local position. Fixed-term contract of approx. 3 years

Language Fluent German (spoken and written, incl. technical and contractual); good command of English

Core responsibilities

• Take over the FC baseline (EPC contract, grid connection agreement, permits, budget, schedule, risk register);
mobilise the team and project controls.
• Own the budget, integrated schedule and critical path across all site interfaces; monitor progress, costs,
forecast to completion and contingency. BESS projects are schedule-driven: time-to-revenue outweighs
incremental cost. Treat the schedule and budget baseline as fixed, and proactively develop recovery options
and corrective actions in response to variances or delays.
• Run frequent risk reviews; ensure effective risk mitigation follow up.
• Chair the weekly risk and progress review; report weekly and monthly to the SPV Director.
• Act as the SPV’s day-to-day interface with the EPC contractor; monitor performance against contract,
program, quality and HSSE.
• Own the TSO relationship together with the Grid Connection Manager; align grid milestones with the
construction program and manage the EPC–TSO interface.
• Ensure timely fulfilment of own contractual obligations, manage variation/change orders, and submit claims
accurately and on time.
• Act as safety leader: set the safety culture from day one, approve the contractor’s HSSE plan and methods,
verify on site, follow up incidents.
• Oversee detailed engineering and design reviews; ensure clear interfaces between disciplines and contractors.
• Ensure the contract’s QA/QC regime is applied and verify work against approved design; manage nonconformances and the punch list.
• Maintain permits and consent conditions; represent the project towards key stakeholders like municipality,
authorities, landowners, neighbours, utilities and emergency services.
• Run Management of Change: consolidate technical, contractual and program inputs into one change-order
recommendation; approve within the DoA matrix, escalate above it.
• Monitor timely and complete commissioning and energization of the system and validate performance.
• Hand over to operations at COD (as-built documentation, O&M manuals, training, spares, warranties); close
out final account and lessons learned.
• Decides within the CMA and the DoA matrix: site delivery, instructions to the contractor, change orders and
contingency, priorities and resourcing of the team. Each function retains its own specialist sign-off authority.
• Escalates to the SPV Director: changes above delegated thresholds, notices with material commercial or legal
consequence, any change to the FC budget or key milestones.

Education and experience

• Bachelor's or Master's degree in Electrical Engineering, Civil Engineering, Energy Technology, or related field.
• Minimum 8 years in project management on energy infrastructure or industrial projects, end-to-end delivery
of at least 3 large capex projects from contracting, construction to commissioning.
• Direct experience with BESS, substations, large-scale PV or other grid-connected utility-scale projects.
• Owner-side EPC and/or FIDIC contract management, including variations, claims and taking-over.
• Working knowledge of German construction, permitting and HSE regulation; experience with a German TSO
or DNO is a strong advantage.

Competencies

• Strong leadership: able to build, lead, and motivate a multidisciplinary project team and hold it accountable
for results without overriding specialist authority.
• Shows ownership for the project and goes the extra mile, also when not directly his/her own responsibility.
• Result-driven with hands-on mentality needed in a developing organization. Decides autonomously on site
and knows when to escalate.
• Disciplined on scope, budget and schedule baselines; pragmatic in resolving execution issues; strong financial
acumen.
• Structured and quality-focused mindset – maintains oversight and remains calm and effective under pressure.
• Strong analytical skills - understands technical, planning, and contractual issues and their interdependency –
and ability to jointly move towards solutions with external parties.
• Strong contract management skills: able to hold contractors accountable while maintaining a constructive
working relationship.
• Clear, structured communicator, able to act as a credible counterpart to internal and external stakeholders;
can reconcile opposing views in a mature manner.
• Open in reporting on risks, issues, and variances, with a clear plan for resolution
